Gov. Cox Signs Executive Order Establishing Utah’s Pro-Human Approach to AI in State Government; GovOps to Play a Lead Role in Implementation
Governor Spencer J. Cox has signed a landmark executive order establishing a structured, pro-human framework for AI integration across Utah state government. This order advances Utah’s Pro-Human AI Initiative—launched in December 2025—by creating nation-leading standards that ensure technology serves people, not the other way around.
As part of this effort, the Utah Department of Government Operations (GovOps) is leading statewide AI-driven process improvements, establishing technical safeguards against cybersecurity threats and rogue AI agents, and implementing the State-Endorsed Digital Identity (SEDI) Framework for cryptographically verifiable digital credentials and privacy protection.
Also within the Department of Government Operations, the Division of Technology Services (DTS) is coordinating with the Division of Human Resource Management (DHRM) to design and implement a comprehensive AI literacy training strategy for all state agency employees and specialized training for agency AI leads.
“State government must exemplify both operational excellence and ethical responsibility as we adopt these powerful technologies,” said Marvin Dodge, Commissioner of the Utah Department of Government Operations and member of the Pro-Human AI Task Force. “Through comprehensive employee literacy, robust technical safeguards, and privacy-preserving digital identity frameworks, we are empowering our workforce to innovate safely and deliver faster, more transparent outcomes for all Utahns.”
